Most South African businesses that tell us their ads “don’t work” are not actually running bad campaigns. They are running campaigns they cannot measure. When conversion tracking is missing, broken or double counting, every decision about budgets, keywords and creative becomes a guess.

This guide explains how conversion tracking works across GA4, Google Ads and Meta, what local businesses should track (including the phone calls and WhatsApp messages that drive so much South African lead generation), and how to stay on the right side of POPIA while you do it.

Why broken tracking makes ads look more expensive than they are

Google Ads and Meta Ads both rely on automated bidding. Their algorithms learn from the conversions you report and then go looking for more people like the ones who converted. That makes your tracking data the instruction manual for your ad spend.

When that data is wrong, three things happen:

  • Under-tracking: real leads go unrecorded, so your cost per lead looks inflated and you may cut a campaign that was actually profitable.
  • Over-tracking: page views or button clicks get counted as conversions, so the algorithm optimises towards cheap, low-value actions and your real cost per customer climbs.
  • Duplicate tracking: the same lead is counted twice (often once by GA4 and once by a native ad platform tag), so reports look better than reality and budgets get scaled on false confidence.

In our experience, many South African accounts that appear “too expensive” turn out to be under-tracked rather than overpriced. Fixing measurement often lowers effective cost per acquisition before a single bid changes. Our Google Ads cost guide and Meta Ads cost guide make the same point: get tracking right before you judge whether a budget is working.

What counts as a conversion for your business

A conversion is any action with real commercial value to your business, and the right conversions depend on how your customers actually buy. Separate primary conversions (the actions you want the algorithm to optimise towards) from secondary conversions (actions you observe but do not bid on).

Business typePrimary conversionsSecondary conversions
E-commerce storesPurchases with transaction valueAdd to cart, checkout started
Home services (plumbers, electricians, renovators)Calls, quote forms, WhatsApp enquiriesService page views
Professional services (accountants, attorneys, consultants)Consultation bookings, contact forms, callsPricing page visits, guide downloads
Healthcare practicesAppointment bookings, calls to receptionPractitioner profile views
Hospitality and tourismCompleted bookings, enquiry formsAvailability checks

Pro Tip: Assign a realistic rand value to each lead type, even an estimated one. A consultation booking for a law firm is worth far more than a newsletter sign-up, and value data helps Google and Meta prioritise the right leads.

Setting up GA4 and the Google tag

Google Analytics 4 (GA4) is the foundation. It shows how people move through your website across every channel, not just paid ads, and it records key events (Google’s current name for important conversions in GA4).

A sound setup covers the following:

  • Create a GA4 property and a web data stream for your domain.
  • Install the Google tag through Google Tag Manager (GTM), which gives you one place to manage every tracking script without editing website code each time.
  • Enable enhanced measurement for automatic tracking of scrolls, outbound clicks, file downloads and site search.
  • Create custom events for actions enhanced measurement misses, such as form submissions on certain website builders, booking confirmations or WhatsApp button clicks.
  • Mark important events as key events so GA4 reports on them as conversions.
  • Test in GTM preview mode and GA4 DebugView before trusting any numbers.

A common South African issue is contact forms built with plugins that do not redirect to a thank-you page. If the form simply shows a success message on the same page, GA4 often misses the submission. Firing the event on the success message, or adding a dedicated thank-you page, solves this.

Google Ads conversion actions and enhanced conversions

You can import GA4 key events into Google Ads or set up conversion actions directly with the Google Ads conversion tag. Many advertisers use the native tag for primary conversions, because it attributes conversions more directly to ad clicks, and use GA4 for broader analysis.

Whichever route you choose, pick one per conversion. Counting the same form submission through both a GA4 import and the Google Ads tag as primary conversions is one of the most common causes of double counting we find in audits.

Key settings to check for each conversion action:

  • Count: use “one” for leads (one person submitting a form twice is still one lead) and “every” for purchases.
  • Conversion window: match it to your sales cycle. A plumber’s lead cycle is days, while a property developer’s may be months.
  • Value: pass real transaction values for e-commerce and estimated values for leads.

Enhanced conversions improve accuracy by sending hashed first-party data, such as an email address or phone number entered in a form, to Google, which matches it to signed-in users to recover conversions cookies alone would miss. For businesses that close sales offline, offline conversion imports let you upload which leads became paying customers from your CRM, so Google optimises towards real clients rather than form fills.

Meta Pixel and the Conversions API

On Meta, tracking runs through two connected tools. The Meta Pixel is a browser-based script that records page views, leads and purchases on your website. It is easy to install but increasingly limited by ad blockers, browser privacy settings and iOS restrictions.

The Conversions API (CAPI) sends the same events directly from your server, or from platforms such as Shopify or WooCommerce, to Meta. Because it does not rely on the visitor’s browser, it recovers conversions the Pixel misses.

Running both together is now best practice, with two essentials:

  • Deduplication: each event should carry a matching event ID from both the Pixel and CAPI, so Meta counts it once rather than twice.
  • Event Match Quality: Meta scores how well your event data (hashed email, phone and similar fields) matches its users. A higher score means better attribution and better optimisation.

Also make sure every ad set in a test optimises for the same conversion event, as our CBO vs ABO guide explains, otherwise results are not comparable.

POPIA, cookie consent and what South African businesses need to get right

The Protection of Personal Information Act (POPIA) governs how South African businesses collect and process personal information. Tracking tools and enhanced conversions handle personal data such as email addresses, phone numbers and online identifiers, so POPIA applies.

Practical steps most businesses should take:

  • Update your privacy policy to explain which tracking tools you use, what data they collect and why.
  • Use a cookie consent banner that gives visitors a genuine choice, particularly for marketing cookies.
  • Implement Google Consent Mode, which adjusts how Google tags behave based on consent choices and models some of the conversions lost when people opt out.
  • Only send hashed data for enhanced conversions and CAPI, never plain-text personal details.
  • Collect only what you need on forms, since every extra field is more data you are responsible for.

POPIA compliance depends on your specific business, so involve your legal advisor or information officer for anything beyond standard setup.

Tracking phone calls and WhatsApp leads

In South Africa, a large share of leads never touch a contact form. Customers call directly or tap a WhatsApp button, especially on mobile. If you only track forms, you may be ignoring most of your actual results.

  • Click-to-call tracking: track taps on phone number links on your website as conversions in GA4 and Google Ads.
  • Call assets in Google Ads: add your number to ads and count calls lasting longer than a set duration, such as 60 seconds, as conversions.
  • WhatsApp click tracking: fire an event whenever someone taps a WhatsApp link (usually a wa.me link) and count it as a lead.
  • Meta click-to-WhatsApp ads: track conversations started from ads within Ads Manager, and mark qualified chats where possible.

A WhatsApp click is not the same as a qualified lead, so review these regularly against what your sales team actually receives.

A quick tracking audit checklist

Run through these questions before increasing any ad budget:

  • Does every form submission fire exactly one conversion?
  • Are calls and WhatsApp clicks tracked?
  • Is any conversion counted in two places as primary?
  • Are page views or minor clicks wrongly set as primary conversions?
  • Is the Meta Pixel paired with the Conversions API and deduplicated?
  • Do conversion counts in Google Ads and Meta roughly match the leads your team receives?
  • Are your cookie consent banner and privacy policy POPIA-aligned?

If your platform reports and your inbox disagree significantly, trust the inbox and fix the tracking.

Practical lessons from auditing South African ad accounts

The most common faults we find are surprisingly basic: forms that never fire a conversion, contact page views counted as leads, and the same lead tracked by both GA4 and the Google Ads tag. WhatsApp and phone enquiries are the most frequently missed, which hits South African service businesses hardest. We always fix measurement first, because automated bidding can only be as good as the data feeding it.

FAQs

What is conversion tracking in digital marketing?

Conversion tracking records valuable actions people take after interacting with your ads or website, such as purchases, form submissions, calls or WhatsApp messages. It shows which campaigns produce real results.

Do I need GA4 if I already use Google Ads conversion tracking?

Yes. GA4 shows how visitors behave across every channel, while Google Ads tracking focuses on ad-driven conversions. Using both gives you a fuller picture, provided you avoid counting the same conversion twice.

What is the Meta Conversions API and do I need it?

The Conversions API sends conversion data from your server directly to Meta, recovering conversions the browser-based Pixel misses. Most businesses running Meta Ads seriously should use both together.

Does POPIA affect how I track website visitors?

Yes. Tracking tools process personal information, so POPIA applies. Use a clear privacy policy, a cookie consent banner and hashed data, and check with your legal advisor for your specific situation.
